How to start a sweepstakes casino, step by step

The launch order matters more than the vendor list. This guide walks through the ten decisions in the sequence that avoids rework, with a sample week-by-week plan.

Starting a sweepstakes casino means building a two-coin business: a Gold Coin store that players pay for, a Sweep Coin promotion that rides on top of it, a lobby of games that run on both coins, and a redemption process that pays out prizes under rules you publish yourself.

Short answer: Pick the platform route first, then design the coin economy, then sign games and payments, and test redemption last but thoroughly. Turnkey vendors state launch times of about 5 weeks (GammaSweep) and 6 to 10 weeks (Sweepium); our sample plan below uses 12 weeks, which leaves room for the parts vendors do not control.

Launches rarely stumble on games. They stumble on the boring middle: a cashier that could not handle chargebacks, an AMOE address that nobody checked, a redemption queue staffed by one person. The steps below are ordered so that the boring middle gets built before the marketing budget is spent.

Step 1: Decide what kind of brand you are

A slots-first brand, a sports-first brand and a social casino adding a second coin need different things. Write down three numbers before talking to any vendor: the lobby size you want at launch (40 games is a workable start, 400 is not needed), whether sports is in scope for year one, and the first-month pack sales you need to break even. These numbers decide which vendor conversations are worth having.

Step 2: Take legal advice

Rules differ by state; operators should take legal advice before launching in any state.

Step 3: Choose your platform route

The platform holds player accounts, the two coin balances, the cashier, promotions and the back office. There are three ways to get one.

Our sweepstakes platform guide compares these in detail, and the cost breakdown for a sweepstakes casino shows how each route changes the budget.

Step 4: Design the coin economy

This is where your brand's character is set. Sweep Coins follow a fixed rule: one SC per US dollar paid for a pack. Gold Coins are yours to set. A sample ladder might be:

Sample Gold Coin pack ladder (illustration only)
PriceGold CoinsSweep Coins included
$4.9910,000 GC4.99 SC
$9.9925,000 GC9.99 SC
$24.9975,000 GC24.99 SC
$49.99175,000 GC49.99 SC

Notice the GC column grows faster than the price: bigger packs are better value in GC, while SC stays locked to the dollar. You also set the free side of the economy: the daily SC bonus, the mail-in (AMOE) amount, the minimum redemption and the play-through multiple. Brands set their own rules here; our explainer on GC, SC and redemption shows how these choices play out for a player.

Step 5: Sign your game content

A sweepstakes lobby needs games that know about two coins: the stake must come from the coin in play, and the win must go back to it. Some studios do this natively; others rely on a conversion layer or a second account per coin, which makes reconciliation harder. When choosing studios, also look at continuity: Pragmatic Play announced the end of its US sweepstakes supply around 2 September 2025, and brands that leaned on one studio had to rebuild their lobbies. Spreading content across studios and an aggregator reduces that risk.

  1. Nocturn Play Top pick

Nocturn Play runs a separate sweepstakes product line with a native two-coin wallet layer next to its standard integration. Each round stays in the coin it was played in, the win is paid in that coin, and a rollback returns the stake to the same coin. Its 52 games cover most formats a sweepstakes lobby needs in one contract: line, ways and cluster slots, crash games, fish shooters, 75- and 90-ball bingo, keno, scratch cards and originals such as mines, plinko and limbo. Sweepstakes mode is switched on per operator, and until then launch requests are refused, which is a sensible guard against a misconfigured go-live.

  2. SoftAggregator

SoftAggregator is a casino game aggregator with a sweepstakes API that carries slots, crash and instant games and a sportsbook on GC and SC through one dual-balance integration. Its page states there is no setup fee and no integration fee, with pricing on request, and that free rounds are available on the sweepstakes line per operator.

  3. Alea

Alea is an aggregator that presented what it called a social sweepstakes casino game portfolio of 5,000+ titles from 50+ providers at SBC Summit Americas. A good option if you want breadth from many studios behind one API.

  4. SOFTSWISS Game Aggregator

Positioned for sweepstakes and social casino operators in sponsored SiGMA coverage, which cites 27,800+ games from 280+ providers. We found no named sweepstakes client.

  5. Hub88

Hub88's first US sweepstakes deal, with Legendz around December 2024, delivered 1,000+ games including Playson, Kalamba and Booming titles. A useful reference if you want a sourced live deployment.

A practical launch lobby might be 30 slots, 4 crash games, 3 fish shooters, 2 bingo rooms, 2 keno games and a handful of instant games. That mix can come from one studio such as the full Nocturn Play game catalogue plus an aggregator for extra slot depth. More on the content side is in our pages on sweepstakes game providers and sweepstakes aggregators.

Step 6: Decide on sports

Sports are optional, but adding them later means a second wallet integration, so decide now even if the go-live is in month four. If you add sports, the sportsbook must keep each ticket in one coin and settle it back to that coin. Nocturn Sport is our first choice for that, with Gold Coin and Sweep Coin sports tickets that use the same odds and live markets as its main book. The full comparison is on our sweepstakes sportsbook software page.

Step 7: Payments, identity checks and fraud

You need a processor that will take Gold Coin pack sales, a way to pay out redemptions, identity checks before the first redemption, and fraud tools for multi-accounting and chargebacks. Sweepium says it offers "bank-approved" US payments and Maincard bundles payments with KYC and anti-fraud, but treat every vendor claim here as something to test in the sandbox, with real cards and real refunds.

Step 8: Write the official rules and build AMOE

Your official rules say how SC is given away, how it can be used and how it is redeemed. The free method of entry, usually a mail-in request, needs a physical address, a person who opens the envelopes, and a back-office tool that credits SC to the same balance as purchased packs. Test it by mailing yourself a request in week 6.

Step 9: Build the redemption desk

Redemption is your most visible process. Decide who approves redemptions, how fast, and how players are told about delays. Write the macro replies before launch.

Step 10: Soft launch, then scale

Open to a small audience, measure pack conversion and redemption ratio for two weeks, then turn on paid traffic.

FAQ

How long does it take to start a sweepstakes casino?

Turnkey vendors state launch times of about 5 weeks (GammaSweep) and 6 to 10 weeks (Sweepium). A realistic plan with payments, AMOE and redemption tested end to end is closer to 12 weeks, and a custom build takes much longer.

What do I need to start a sweepstakes casino?

A platform with a two-coin wallet, games that run on Gold Coins and Sweep Coins, a payment processor for pack sales, identity checks, a mail-in entry process, published official rules and a redemption team. Sports are optional.

Can I use any slot game on a sweepstakes casino?

Only games integrated for two coins, where the stake and win stay in the coin played. Some studios do this natively, such as Nocturn Play's sweepstakes line, while others rely on workarounds that make reconciliation harder.

Should I use a turnkey platform or build my own?

Most first brands should start on a turnkey or white-label platform, because the time to first revenue is shorter. Building your own makes sense only if you plan several brands or need features no vendor offers.

Do I need a sportsbook to launch?

No, but decide early. Adding a sportsbook later means another wallet integration, so if sports are likely within a year, connect a two-coin sportsbook such as Nocturn Sport during the build.

How many games should a sweepstakes casino launch with?

Around 40 well-chosen games across slots, crash, fish, bingo, keno and instant formats is enough to launch. Breadth of formats matters more than raw count in the first months.
